First of all, take the rice as per the given quantity into a plate and clean them to see any dust in it.

Now, after this, take the rice into the cooker and then wash them properly with the water and then put some water in it.

Now, cook the rice on the medium flame in the cooker till the cooker give out the three whistles from it.

Now, after all this, let the rice cool down and on the other hand, take all the dry spices into one plate.

Now, after taking the dry spices, take the green chilly and the neem leaves in a plate and chilly should be finely chopped.

Now, take the oil in the pan and let it heat and after that add the cummins , cloves and black pepper to it.

Now, after that, when the cloves get cooked, add the bay leaf, green chilly and the neem leaves to the oil pan.

Now, after that, cook the dry spices for few minutes and then add the cooked rice to the oil pan with spices.
